No phase begins until the last gate is signed.

A gate is a sign-off: Gate A, Gate B and the release gate. Green means the next phase starts. Red means this one reworks until it's green. It never means the next phase starts anyway. Your team signs the requirements, the design and user acceptance testing. Named Excellis owners sign Gate A and Gate B. Nothing releases without your UAT sign-off.

Why it's predictable

Assumptions, measured. Process, defined. Outcome, predictable.

Most of every BOS is CUE, already hardened. Every assumption is named and measured before the build. The specs are machine-readable, so AI builds against them, not against prose: it drafts requirements and edge cases, reads legacy code, generates modules from specs, writes the tests and assembles it all on CUE. The gates, UAT and ownership stay human. That is what does not get faster, on purpose.
